Who is to blame?

I blame King Leopald for the cause of the genocide. Even though the genocide didn't happen, till a long time after they pulled out of the country. I say this is the reason because when they colonized they supported the smaller community. So when the King left the smaller community wanted to stay in power but the larger one wanted an even community. Then this led to the start of the genocide, because the smaller one didn't have any backing power.
